College not giving certificates

My name is somasekhar , i have joined btech in 2008 ,due to fees problem i cant pay the fees ,i stoped my education when i went to college to ask certificates 10 th and 12th they are saying that after paying full fees certificates will be given other wise we wont give ur certifictes . I need ur advice wat steps should i take and were should i complain

college can not retain your certificates.Retaning certificates amounts deficiency in their services. File complaint before district Consumer Redressal Forum against college and prey for return of cerificates and also claim compensation towards mental and physical agony caused to you.

Send registered letter followed by legal notice to return your certificates. If no action move consumer redress forum.

Also write to the concerned university.

No one can retain certificate beyond their authority take help of local lawyer and do as advised above by the honourable experts

Get proof that your request for return of certificates are refused.
Do not rely on oral/verbal submission by the college authorities.

Whether it is a Government College or Private College?
Send a request letter by Regd.AD stating that you could not continue your studies due to financial problems and you need the original certificates urgently. If the college does not respond, send a legal notice claiming damages for non-return of certificates. They will definitely return the certificates. In case, they do not, you can go to consumer forum and file a case against the College.

You may go thru State Education Act.
It might have been stated that college can’t retain original certificates and also about how much fee has to be paid if course is discontinued.

If you have to pay the fee college can initiate legal proceedings, but can’t have any lien on original certificates.

It is clearly stated in Act/Rules of many states that college/istt can not keep original certificates.


Why did you or anyone submit certificates in first place: the students unions, parents, could have agitated.
The Secretary-Education, Vice Chancellor of the Univ, AICTE can be approached.

It shall be better to proceed under expert advise of local lawyer well versed with state laws.

Yes, as advised by experts, you may follow proper legal course of action, first by issuing notice (lawyer's) and then dragging the college management to the consumer forum.
