Is it mandatory to continue as Commitee Member even after completing a term as a society Secretary for five years.

Cooperative Societies Act is a State subject, which has a slight difference with each other.
You belong to which State, accordingly provisions of that law shall be applicable.

However, Delhi Cooperative Societies Act, 1972 had put a bar on the official (President, Vice President, Secretary, Joint Secretary, Treasurer and members) of the Managing committee to be elected for 2 terms (1 year) only, which has now (after implementation of Delhi Cooperative Societies Act, 2003) changed to "Unlimited" period.

It is not mandatory in any of the State Cooperative Societies Act to continue after completion of 5 years term either for Secretary or member of Managing Committee, which is otherwise. also, a volunteer social service.

It is not mandatory to continue as committee member even after completing terms as society secretary. You can call election of society and news committee will take over society affairs.

Mandate may not be in any State, however, it may be permitted.

It is the norm in many organisations that the outgoing Secretary (and, in many cases, President) continues to the ex-officio executive committee member. This is a healthy tradition and it could be that the bye-laws of your Society has such a provision. Please verify.
