Can a document sent through email notarized

I have received some important documents through email. Like Loan Sanction Letter and Disbursement Letter.

Can any notary, notarize these documents. It has to be submitted to a department.

Insist upon the lender to supply the originals to you on its letterhead under seal and signature of competent employee.
