Filing of cheating case

I have sent legal demand notice to my wife in a cheque bounce case. I was cheated of my money by my brother in law with the help of my wife. I am confident that they will not make any payment. So I am preparing to file a case after 15 days.
My lawyer has suggested me to file two cases. One case of cheque bounce in the court and another FIR for 420 at the local police station. But my relative who is also a lawyer has suggested me to file a complaint case under sec 420 read with sec 138.
Which is legally correct option. And if both are legal than which option will be better for my case. Pls guide me.

Police has not taken written statement of victim

sir,

my friend is victim in assault case.

POLICE has taken FIR which just mentions where, when and who committed the assault.

but yet not taken written statement of the victim.

1.CAN police be requested to take written statement of the victim.

2.CAN police file chargesheet without taking written statement of the victim.

3.IS there any remedial legal procedure that can be taken so as to make police take the written statement of the victim.

please suggest what legal procedure/s are
there to follow in such case.

thank in advance.

Sale of property on poa

Hi, I have a Power of Attorney (POA) in my name for a particular property which is owned by my sister who lives abroad. According to this POA, my sister has given me a legal right to do any sale/deed on this property.
The property is in her name obviously.
I wanted to know that if we are executing a sale of this property (with knowledge of my sister ofcourse) and since she cant travel to India, Can the payment received from this sale be in my name (if we take a cheque/draft)? or it has to be in her name since she wont be signing the papers anyway and I am the one who will sign and do the paperwork.

Borewell digging process - left open

Sir,

Today's news: Four-year-old girl falls into borewell in Karnataka village

There are numerous cases relating to Borewell digging. Many small kids and children are becoming victims to this tragedy.

To whom we have to blame for this. Can't there be a standard process for the borewell diggers to be passed.

I mean that the government should pass a bill, wherein the borewell digging contractors must not left open the borewell as soon as they dig.

If water is found they should insert pipes and close the caps on the top and not leave the hole open.

If no water found also, they should close the borewells as soon as the process of digging is finished.

Please let me know who takes the responsibility for this tragedy.

I need a quick response from the experts and also I would like to carry this message to the concerned government department for further action. Please let me know the link of the concerned department to contact.

Regards,

Fouziya
