Can son/daughter-in-law sell property without sign of father

I have a sister and she got married 14 years back. She have two kids as well. Recently my Brother-in-law(sister's husband) passed away. My sister is now dependent on my brother-in-law's father(uncle to me). He is not supporting the family(my sister and kids) for financial needs like household expenses and kids education. My Brother-in-law have agriculture land on his name which he got from his father(inherited property). Does my sister have rights to sell this land which is still on my Brother-in-law name for household and kids education purpose or does my uncle's(brother-in-law's father) contest/signature required to sell this land. Can you suggest the legal rights my sister have. Thanks in advance.
Note : My uncle is a rich person and no financial problems for him, however he is still not supporting the family financially.

Assault by attendants of patients on intern on duty in govt hospital

An Intern of Fifth year in medical college was badly assaulted by attendants of patient while he was on duty.He gave written complaint to the Dean of Medical college to protect the rights of interns from assault of relatives of patients. The duty doctor was not available at 11 pm in the night.Because he signed the attendance report saying that he reported the duty and went out for private practice in the city. when patient who suffered from heart problem, was admitted as inpatient on the instructions of duty doctor over by phone. Patient expired even after sincere efforts made by Intern as part and parcel of his duty. Medical college hospital authorities have not taken any action in spite of repeated reminders even after the observation of CC footage.Who has to register a complaint against the accused whether Intern or Dean of Medical college when assault took place.Intern says it is the duty of Dean to initiate action against accused since he is an intern on monthly stipend and was in course of employment and has not yet medical degree.what are the rights of Interns in this regard since college is not protecting the interns. Please suggest

Regarding my stall/tender in Apsrtc bus station

I've popcorn and tea wending machine stall at srisailam apsrtc bus station. Apsrtc management(deputy ctm, Depot manager) have alloted the space for my stalls with 5 years agreement. Now the other neighbouring stall owner is saying that he got the stall space that belongs to me and abusing me with bad language. Though I've complained about this issue to concerned apsrtc management nothing justice done to me. But also the concerned deputy Ctm is on his side and favouring him only. I've the entire proofs with the tender details, shop details and concerned photos also with me. Can I approach court for justice, if so please guide me how can I approach the court.
