Denial of govt employees form following government of india's orders(regarding obc certificate)

Respected Sir ,

I , Ankur Verma , a resident of Uttar Pradesh , am a OBC citizen.
Sir i applied for the OBC-NCL Certificate @ Tehsil Lakhimpur Kheri- UP based on Government of India orders as mentioned below:

1.
No. 36012/22/93- Estt. (SCT)
Government of India
Ministry of Personnel , Public Grievances & Pensions
(Department of Personnel and Training)
New Delhi
Dated::8th September 1993

2.
Department of Personnel and Training O.M. No.36033/5/2004-Estt.(SCT),
dated the 14th October, 2004, to all Ministries/Departments, etc.

3.
No.36033/1/2013 - Estt.(Res.)
Government of India
Ministry of Personnel , Public Grievances & Pensions
(Department of Personnel and Training)
North Block, New Delhi
Dated::27th May 2013

As far as i can conclude:
1st G.O(as mentioned above) suggests that any person both of whose parents are in government service Grade II officers(both) is an OBC Creamy Layer candidate an is not entitled to get the benefits of reservation .

Sir my Father is a Grade II employee and My Mother is a Grade III employee of State Government( Uttar Pradesh, Health Department and Teaching Department respectively ) which violates the criteria of being a creamy layer Candidate, adding to it , and as per the 2nd G.O's (as mentioned above) "Income/Wealth Test " my family has gross annual income (Rs.0) because only source of our income is the Salary of my father and Mother , and as per the same document "The Income from salary and agricultural land must not be clubbed " which is a direct implication that i am entitled to all the reservations being provided to a normal OBC Candidate and thus am an OBC-NCL candidate.

But the officers are replying in a very harsh tone that no such orders are issued to them by the State(U.P) Government , and hence they wont issue me a certificate .

Sir please help me what to do . My whole career is at stake . If possible please help me with the information of a mapping of Govt of India Orders to UP Govt Orders or a Similar Supreme Court Decision(if any)
or any other thing which can help me

Please sir guide me through, how to ask them to give me what is rightfully mine.

I shall be grateful to you for my whole life .

Mutual divorce

Hi,

Me and my wife want to take mutual divorce. We are married from last 6 years, no kids (children). We are living separately from last 1 year now.
My wife don't need anything from me neither I need anything from her. Both of us are working (service class).

I need to know how I can file for a mutual divorce, how much it will cost? Is there a fast track for this?

Please advise and provide contact details of person/firm who is/are genuine/expert in the field.

Thanks

Fraud on court

1.The trust is a registered Public Charitable Trust.

2. There are 2 sets of trustees each group claiming that they are the genuine Public Trust.

3. One group has secretly procured from a civil court that one of them is the real Chairman of the trust through a collusive degree.

4. Can the other group file a criminal complaint.

5. What civil action is possible.

Seeking divorce

My wife is gone missing since 14-Mar-14. She left a note saying she has gone far away and nobody is responsible. Missing complaint was filed in police station next day. I have not heard of her since then.I feel she was having an affair with someone on the quiet and since she left her cell phone behind and there was a person on whatsapp who she was continously chatting with. However this number is now switched off. I dont think there is any point in this marriage. How can I file for divorce? My wife's parentes also know she is missing the very same day and praying for her safe return. We were happily married without have any big fights. The watchman of the building says a man had coming knocking at the door of the flat and left. He has signed his name on the society register. Next she went out of the house alone. Thats all I know. But how to locate her for a divorce and file for adultery.

Fraud sale deed reg

Dear Sir,
I wish to clarify doubt regarding Fraud sale Deed.

Mr.Raman bought a property in 1963 & he died in 1997.He has 5 Children (3 Female+2Male) Namely A, B, C , D ,E .After that one of the son(C) sale his share of property but he has got the sign from other persons in the sale deed with the intention of cheating others(i.e. create the sale deed like all of them sale the land jointly).Further this issues has been noted by the legal heir of Other person's(A, B, D, E) children(Grand Children of Raman) & bring to the case to the court.
a)Now what will be the judgement?

b)If there is any rights to the grand children of Raman (other Four Person's Children)regarding the sale of land?
i.e. Is it require the sign of grand children also while they are major at the time of Sale Deed execution?

c)What will be the judgement if the Buyer of the Property explained in the court like the amount fully given to the one person (Son-C)& get the sign from others for safe?

Kindly Clarify the above doubt.

Serving of summons if foreign address is unknown

Husband is Indian Citizen and lives in India. Wife is Indian Citizen but have PR visa of foreign country and lives in foreign country. Husband & wife married in India in 2011 as per Hindu Marriage Act. Wife went back to foreign country after solemnization of their marriage. After some months, she filed divorce petition in foreign court on the ground of separation. The notice of divorce petition filed by wife in foreign country was sent from parents of wife residing in India to address of husband and similarly, she had filed divorce petition u/s.13(1)(ia) of H.M.Act in Family district court of India by giving power of attorney to her father. Husband does not want to divorce. So, he contested divorce case in family district court of India. After that, husband received divorce certificate/decree from foreign court. Then, the contested divorce petition of family court of India has converted into mutual consent divorce petition u/s.13B of HMA by giving threat and force to husband through in-laws. But, on the next date husband had withdrawn his consent from the petition of mutual consent divorce as he does not want divorce to his wife. So, the family district court of India has disposed the petition of MCD.
Now, husband wants to challenge the foreign divorce decree in Indian court. But, the problem is that he does not know the current resident address of wife in foreign country. Wife is not residing on the address which given in foreign divorce petition, in Indian divorce petition and also in marriage certificate. Husband only know the address of parents of wife residing in India. Husband has e-mail addresses of wife, but, it is also confusion whether the e-mail addresses are working or not.
Que-1: How can husband serve a notice/summons to wife as the address of wife in foreign country is unknown to husband?
Que-2: Can he serve a notice/summons at the address of parents of wife as the notice of foreign divorce petition from wife was sent/served by parents of wife (residing in India) to husband?
Que-3: Parents of wife already know the foreign address of their daughter but they would not disclose the address to husband. Can husband insist parents of wife to declare wife’s current address in foreign country through police investigation or Court?
Que-4: How is the option of writ of Habeas Corpus in high court in this case?
