Regarding civil death

I purchased a plot from one person where 3 persons are involved for signatures whereas one person is missing from the village for the last more than 20 years. But village people,VAO have given their statements as he is missing from the village more than 20 years but revenue inspector given his remarks that blood relations should claim for the 'civil death' not the purchaser. On that basis Thasildar who is executive magistrate also refused to give the civil death certificate to me.
Kindly advise me what to do further.

Whether third party myself being a purchaser rather who is badly need of said certificate to claim a bank loan, can be be given or not?

Car accident

I am the owner of a Mahindra Bolero Car. On 13/07/2015 my driver (paid employee) was driving the car with his friends. At 2:30 a.m. the car hits a roadside brick-pile and a lamp post.As a result one of the 6 passengers dies on the way to hospital. The driver is seriously injured and hospitalized. The car is totally damaged. The car was insured against accident and damage. The insurance cover was for owner and driver too. My query is-
1. Can I (the owner of the car) be accused in any criminal offense in this case?
2. What should I do if the family of the dead person claims any financial damage?
3. Is there any legal protection that I can take?

Leave

We have a doubt which we need you to help us with.

As you are aware, we have many locations of jay precision. To tackle the issue of paid/earned leave, we have thought of deducting leave when taken, but paying the leave salary at the end of every 3 months. Considering the person is entitled for 30 days leave, his leave and leave salary will be split 8+8+8+6 every quarter. Salary slip will be modified to show 8 leave per quarter with 0 leave availed. So in this case every leave taken during the year will be deducted in each salary but we are paying leave salary every quarter.

If we proceed as such, do you forsee a problem from any legal angel? Do we fulfill

1) Leave entitlement
2) Leave Encashment
3) Monthly salary
