Regulation of private tuition/coaching centers in assam.

Hello Respected Experts,
I am planning to establish a tuition center in my hometown. And I have documented all the details which are necessary to open a tuition center but the problem is that I am new in this field and thus know little about the legal documentation of the institution like- is there any need of registration/permit for the same from govt. body and if so then what is the step by step process for the same. And I think it is necessary to mention that yes as of now it's a small business plan which will comprise me and some of my employees but on the basis of its growth I will expand it.
So if you help me in finding out the solutions of my problems it would be a great pleasure for me. Thanks for your time.

Will under muslim law

Respected Members,

My grandmother bequeathed a property to my father through a registered will about 25 years ago, my father has a elder brother and a sister, my fathers elder brother died about 15 years ago, about 2 weeks ago my father too died.

Now only my fathers sister is alive, will my fathers sister get any share in the said property, as per Mohammedan law for the will to work my fathers sister needs to give her consent BUT for the last 25 years she didn't asked for her share in the said property, will the 'limitation act' work in this case, my father sister didn't claimed her share for the past 25 years which means my father became the absolute owner of the said property is it possible ?

NOTE: The said property was gifted to my grandmother by her sister, it wasn't sold to her. My grandmothers sister had adopted my father so she gifted the property to her sister as an act of kindness that it should be given to her adopted son after he grows up.

Thank you

Sec 409, 415, 418, 420 in cheque bounce case

Sir,

I had given 10 blank security cheques to a bank in 2002, the bank deposited one of the blank cheques and filed suit u/s 138 in 2005, while the case was in progress the bank regularly deposited the blank cheques in 2008, 2011, 2013 and finally even after the judgement was issued against the bank in 2015, the bank also issued demand notice for all the four cheques but never filed a suit.

Now suddenly the bank has filed suit under Sec 409, 415, 418, 420 IPC in the court for a cheque for which demand notice was issued in 2013.

I wish two know the remedy for above and if a demand notice u/s 138 given in April 2013, the suit for the same is submitted u/s 420 IPC in June 2015, is this within limitation period or outside limitation period.
