Cancellation of 'Offer of Appointment' after acceptance.

With regards, I was working in Food Corporation of India as AG-III. Further, I got an 'Offer of Appointment' from Comptroller and Auditor General of India for the post of Junior Hindi Translator. Hence, I resigned from FCI on 22.11.2015 after serving 03 months notice period. In addition, I had tendered my 'technical resignation with lien' through proper channel but they didn't allow me the same. So, I gave them undertaking to withdraw technical resignation and submitted a plain resignation instead.
After being relieved of my duties on 28.11.2015 from Punjab, I reported to CAG, Nagpur on 30.11.2015.
BUT NOW THEY ARE DENYING ME APPOINTMENT ORDER CITING REASONS THAT MY QUALIFICATION IS NOT SUFFICIENT FOR THE POST OF TRANSLATOR.
I lost my previous job due to their ignorance. What are the chances for me to return to my previous organization? What are the chances to get relief from court of law if I sue CAG as I resigned only after due verification and obtaining offer of appointment?
They are also differentiating between 'Offer of Appointment' and 'Appointment letter'. As per them they have the authority to cancel it although I have submitted all the documents in support of my eligibility.
I am married and my parents are dependent on me.
What should I do in this case?
Thanking you.

Tenant's cheque bounced

My mother owns a shop in New Delhi. I am the registered POA and have the rights to enter into agreement on my mother's behalf. I gave it on rent and entered into a registered agreement on 15th October 2015. Agreement details:

- the monthly rent - 15K,

- 2 months deposit (15K in received cash and a cheque of 15K)

- Electricity charges to be paid by tenant

- Agreement duration - 22 months with a 11 month lock in period.

Additionally, I have also taken 6-7 PDCs for rent from tenant to ensure that I don't have to go to personally collect the cheque.

Facts of the case:

1. The cheque for security deposit (mentioned in the agreement) is dated 15 Oct 15. However, I have not banked it yet; as the tenant requested to bank it on 1st Dec 15.

2. For the first month (15th Oct - 14 Nov) - The rent was received in Cash

3. For the second month (15 Nov - 14 Dec) - I banked the cheque on 23rd Nov. However, it bounced on 24th Nov; due to in-sufficient funds. The tenant then deposited the rent to the account on 28th Nov.

4. I banked the security deposit cheque on 2nd Dec. However, it has bounced as well.

5. Along with the 15K rent, I told him to deposit 2440 for electricity (550 for Oct and 1890 for Nov). He has not deposited inspite of me sending him msgs and email.

7. He intends to vacate the shop.

8. I spent 11K on brokerage and agreement, which is a loss; if he vacates.

9. The agreement says, if he wishes to vacate before lock in, he will have to pay 11 month rent

Please advise with the best course of action in this case. Options of actions I may take, potential result of the case, time it may take; if taken legal way, pros and cons and expected expenses.

Breach of peace under sec 144 and 145 at sdo court

Civil Litigation of land under Sec-144 & 145 at SDO Court,Dhanbad

My father purchased 72 decimals of land from all sellers at Govindpur,Dhanbad in 1967.He did the required mutation with rent receipt in 1969.Thereafter, with all sale deeds, mutation and continuous rent receipt,he was in the possession of land till 2005,when one of the heirs of the sellers approached and proclaimed that few more shares of sellers are pending and said those few sellers are going to take their possession of the land at earliest and endeavoured to create a boundary wall on the empty land.
So.out of panic my father lodge injunction n Sec-144 in the SDO Court of Don the said land in 2005 hanbad in 2005 which later converted into Sec 145.In the mean time,my rent receipt also stopped because the Anchal office record of the "Jamabandi"or rent receipt account book at Karamchari office perished n torn out. All the way for ten years till 2015 there were numerous hearings, witnesses, arguments, evidences from both sides during the case. Also during the case the sellers heirs forcefully ploughed the land during the trial n hearing of the case, for which I reported to the court under Sec 146..The enquiry report of the police states that the sellers heirs ,the opposite party in the case who have already sold the land have forcefully & whimsically ploughed and cultivated the land. And finally sooner or later to my astonishment ,when the Circle Officer of the land also sends the inquiry report of the disputed land property in favour of the sellers heirs i.e the opposite party as the current possessor of the land, though the sale deeds, mutation n rent receipts are accepted & intact on our side. The case is sub judice and the order may soon happen on either side towards possession of the land.
Kindly advise and suggest a proper course of action at earliest.
