Can entire months' salary be withheld and kept in sundries account

Sir,I am an officer of Punjab National Bank,I was posted in a rural branch whereing I have completed my tenure and fell sick. On medical grounds I sought transfer to a place in close proximity to my home place. My head office okayed my transfer and the matter was put in 'HRMS' module of the bank on the internet. But the local zonal authorities kept that in abeyance and instead transferred to a faraway place keeping the first transfer in force. My sickness agravated and I again applied for medical leave, enclosing my attending doctor's certificate to that effect. My bank's zonal manager, instead, issued orders and withheld two month's salary in 'sundries' account, while I got plenty of leaves of every types, to my credit. Sir, can this be done according to guidelines and the recourse available to me in this regards. Sir, please let me know alongwith the official guidlines.
Thanks. Himadri Shekhar Bhattacharjee.

Issuing second transfer order keeping on in abeyance.

Sir,
I am an officer of Punjab National Bank.Due to an extreme medical eventuality, I sought transfer to a place in close proximity to my home town, on medical grounds. My head office was kind enough. to allow my transfer and the same was put to the 'HRMS' module of the bank on the internet. But the local zonal authorities kept that in abeyance and issued another transfer order to me, keeping the first transfer order in abeyance, though in force. Sir, please let me know the relevant government of india guidelines and the recourse available to me in this regard.
Thanks.

can i join new co. joining without relieving letter

Dear Sir,

I am working with Indian multinational since last 6 years, recently i resigned from my position on 15/02/2011 by mail, releiving date will be 05/03/2011 because i am joining new co. from 07/03/2011.

As my existing co. knows that i am joining new co. from 07/03/2011, so they can relieve me only on 01/04/2011. now problem is can i join new co. from 07/03/2011. New co. can not extend my joining date till 01/04/2011.

As per my discussion with HR people regarding relieving and joining new co, they said it is case of absconding and co will not give you single penny e.g. gratuity,PF,Superannuation etc.

Kindly help me what to do.

Keeping salary in sundries account

Sir, I am an officer in Punjab National Bank. Sir, on medical grounds I sought transfer to a place in close proximity to my home town. My head office was kind enough to okay my transfer and it has been notified in our bank's 'HRMS' module in internet, in 11-12-2010. But the local zonal authorities kept that in abeyance and instead issued an administrative transfer order to me to a faraway place, while the previous transfer order was in force. Please let me know the relevant guidelines in this regard and the legal recourse open to me in this regard.
Thanks.
