RTI

I have put a RTI in govt office regarding the some regulations of dealing chargesheets. RTI is about how much time to be given to accused and if accused will not submit his reply with in stipulated time what is procedure to be adopted as per regulation? How much time is given to seniors officials to give Thier comments etc etc.
But I found a reply from PIO they said that all these information is contained in Thier regulation book of about 50 pages and I need to submit 100rs. But I only need about 4 pages or related regulations not the complete book. I have already the book of that department there is nothing clear in that book
I also asked about some pending chargesheets through RTI regarding when the accused sumitted Thier replies,when the seniors gave Thier comments what is action taken them who has not submitted above on time as per regulation? But they said that this information can not be given
Is PIO IS right in this case? If he is wrong then please tell me what can I do now?

Disciplinary proceedings

Please guide me about the remedy to be availed by me in the following case;

1. I was placed under suspension. According to the instructions of Government of Karnataka, an order of suspension will not come into effect unless the concerned official is relieved of his duty by the competent authority by making in-charge arrangements to the post held by him. However, the order of my suspension was never given effect to by the competent authority;

2. The suspension was revoked within a period of five days. I was continuing in service uninterruptedly for a period of six months from the date of suspension. Thereafter, I was forcibly prevented from attending my duties.

3. I was proceeded against on the charge of unauthorised absence. A retired officer was appointed as inquiry officer for holding inquiry against me. But, no provisions exists in Karnataka for appointing a retired officer as inquiry officer, except the retired District Judges..

4. False witnesses were produced to depose statements against me and I have obtained the proofs thereof under RTI Act.

5. Attendance Register was not adduced as documentary evidence to corroborate the oral statements of Prosecution Witnesses.

6. Upon culmination of such an illegal inquiry I am inflicted with the punishment of compulsory retirement. Thereby, I was asked to submit the pension papers, which I had readily complied with. Pensionary benefits are already released to me.

7. After submitting the pension papers, I have preferred the appeal also against the punishment order. However, though a period of two years, from the date of my appeal, is going to expire the same is yet to be disposed of.

8. Now, I am informed orally that since I had submitted the pension papers and receiving the pension the appeal does not survive for consideration, since my action of receiving Pensionary benefits is tantamount to accepting the punishment and forfeiting the right to appeal.

Hence, the Hon'ble experts may be pleased to render me help in the matter.

Govt. laxity in providing training leads to loss in pay

Dear Sir/Madam,
I am untrained teacher in Bihar govt. Primary School. As per the rule, the govt had to train the Untrained teacher within 3 year of joining the service. I join the service on 01/03/2014 and completed 3 year of service. As a matter of fact the pace of training of untrained teacher is so slow that it will take another 4-5 year. As in year 2015 govt decided to give pay in scale of 5200-20200 pay band 2000 for trained primary teacher and no pay grade for untrained teacher.
Due to this we are losing around Rs 5000 per month. Is there any rule by which we can demand our pay grade, as this is the problem of govt. to make us trained. In addition to this we are not allowed to take admission in D.El.Ed in Private institution or other state university. Govt take 100 student ( Untrained teacher)every year for admission in their own DIET center and another 100 for Distance education. So you can understand how many year it will take for govt to train 1 lac untrained teacher.
So please suggest what step we can take.

Your's Sincerely
Dilip Kumar
