What is meant by members private bill placed before the parliament? On any issue can it placed before the parliament? Before placing does it require requisite quorum? Please eloborate on the above as well as adjournment motions too.

Sir,I, Sudhir, a practicing advocate in the High court of Chennai, have a query before our learned experts. My query is: A 18 years old boy belonging to the S.C. community and studying in an I.T.I was staying in a S. C. /S.T. hostel. He was murder by one of his room mate. The murder occurred within the hostel premises i.e. in the room in which he was staying. Police had registered a case and the accused was also arrested. Now his father had filed a writ petition before the Hon'ble High court of Chennai, against the hostel authorities and the collector, praying for a compensation. when the matter came up for hearing, upon hearing my arguments the Hon'ble court had suggested me to produce some relevant authorities i.e. citation identical to the above case. I had learned through my friends that Justice Mr. Paul Vasanthakumar had passed a Judgement in a similar case allowing compensation and the same was confirmed by the Hon'ble Supremem Court in writ appeal. Though i had tried my best i was not able to trace the Judgment. Please give me the citation and help me to get compensation for a poor family.

Dear Sir
I made appeals online to CIC . They were recd but kept pending stating signed copy awaited. It is the online facility of CIC I availed. Why then signed copy is needed? Isn't it contradiction on the part of CIC?

My question is where do I get the original govt notification the union of India mandating Canteen Stores Department to provide canteen facility to the troops.
And what was the order when Armed forces took over the CSD Retail outlets from the Private Contractors , who gave that order/ issued such notification. How do I get that notification?
Who should be the auth to include or exclude any central govt( CDA Staff/Est, CSD Staff/Est, Home Ministry officals ( Para-Military personnel / Est, Sainik Schools, Even Army Schools are availing the facilities)? Is it the cabinet decision , the parliament mandate or both?)

Dear Members-Team Experts
The Respondent has 2 different properties. One of the property is in the name of the Respondent's father and the second property in his individual name.
The Respondent's father died intestate There fore the first property is being claimed by the Respondent's sisters and brother's wife and a suit has being filed in the court.
The second property was purchased in 1970 in his name and is the absolute owner till date. The age of the respondent at the time of purchase was 21.
The claim of the petitioner is the second property was also purchased through the funds of HUF ( the father of Respondent ) and therefore the sisters and brother;s wife are eligible to get a share from the second property.
I solicit your opinion on the above case.

Overrulling of the decision of the tribunal
Whether the decision passed by the any tribunal in the state can be overruled by the high court?
Whether the high court has jurisdiction to overrule the decision passed by the tribunal dealing with the specified subject?
please inform me the answer as well as supported case law with respect to it.
