my client is a block development officer of a Zilla Parishad created under the Maharashtra Zilla Parishad & Panchayat Samiti's Act, 1961. he got superannuated 6 years ago. but till date his gratuity, though cleared by the indian audit and accounts department, has not been released by the Zilla Parishad.
in these circumstances i have filed a Writ U/A 226. however it appears to me that the payment of gratuity act is not applicable to a statutory body like a Zilla Parishad. resultantly i have invoked the grounds which i could carve out under the rules made under the maharashtra administrative tribunals act.
my questions :
1. whether the payment of gratuity act applies to zilla parishad ?
2. whether the zilla parishad is an establishment within the meaning of an establishment under the state law for the time being in force.

power agent of seller created a sale deed mentioned in sale deed as 13Lakhs AND to pay Rs.12.32 lakhs to citi finance which was mortgaged and to seller Rs.68,000/- thru a/c payee cheque which was enchased by him on same day , the problem is after executing the sale deed ,I contacted citi finance to repay the loan they said loan amount is 20 lakhs,when i contacted power agent and seller,seller is bluffing, i was trapped,
i again contacted seller's power agent he is very cooperative, konwing this seller cancelled the power ,again i contacted city finance they refused to give documents nor recieve money from me

hello sir, my mother along with her elder sister gave GPA to their brother relating to a land got from their father. now will it be possible to cancel the GPA only by my mother? Bcoz my mothers sister and her brother are acting together and she is not willing to sign on revocation deed of GPA.
can my mother alone revoke the GPA deed or not?

The recruitment of Assistant Engineer, Department of Power,Govt. of A.P., was conducted on 2006 by Arnachal Pradesh Public Service Commision. I was the highest scorer for 1 Post of Comp. Engg but the commission didnot appoint me for the post. I came to know about it later then i filed RTI for obtaining the marks then i moved to the High Court. End of 2009 i won the case and joined the department. Now i want my service benifits ie seniority from 2006. Therefore kindly advice me how to proceed. If there is any similar case kindly let me know.
If i have to approach the High Court,then which service law would be applicable.

can g.p.a and agreement is valid as per the suprtemecourt judgements when did the supremecourt judgements were given hope the experts will advice me in this case.

RTI,ist appeal
Dear Experts,
I filed application under RTI Act 2005,to SSP Jalandhar for salary statement of his one constable on 13 July 2010.But till now i did not receive any information from this office.Now to Whom i file my first appeal & when? There is commissioner in jalandhar city.Should i file 1st appeal to Commissioner or IG or someone else ? What is the limitation period to file first appeal under RTI Act 2005? Plz guide me properly.
