Whether its PIL or the writ petition mainatainable

Dear experts
My cousin is staying in Maharastra and her Regional office of the central Govt has made regular appointment to one candidate through backdoor without any notification. My cousin had been working on contract basis and there are other employees who are in similar situated conditions working in the same capacity. Beside there are other employees in different locations of the country who lost the opprtunity to contend against the vacancy
In that case if she files a petition for quashing the irregular appointment. That will be of whether of PIL or writ petition as she has interest which is not personally

Whether CAT has power to invoke jurisdiction for irregularites?

In regrds to previous query made by one aggrieved person, I don't agree with the advice of experts
Normally CAT will entertain Applications u/s of Administrative Tribunal Act-1985 of Applicants who are in service and must have exhausted its remedies before invoking jurisdiction before CAT. The CAT has not power to conduct an enquiry on the irregularites if individual right has not been violated there?
But if some alternative remedy is there, I don't think High Court can entertain the writ petition
Expert opinion is required

Can the suit of the plaintiff entitled for dismissed on the ground of no evidence furnished of its own? Plaintiff has no evidences of it own and plead the case from defendant's evidences.
