property tax corporation of chennai

I am owner of an office in a commercial building on Mount Road.Recently there was a hike in property tax rates and various owners used various levels of influence and got various rates applicable to their properties.Legally there can be only one set of rates applicable on either owner occupied or tenant occupied as per the square foot area of their properties.I have no influence to reduce the tax like others, but would like my property tax to be on par with what others are paying.Other owners are not willing to share any info on what their rates are or neither how to go about it.Tax collectors are demanding huge amounts as bribe to get the tax rates reduced.Instead of bowing down to their unjust demands, is there any legal way of rationalizing property tax rates so that all are charged the same rate except for owner/tenant and area differences.

Settlement deed in favour of brother's son

I am an unmarried male person. My age is 74 years. An immovable property (2 grounds plot of land) stands in my name. I want to effect a deed of settlement of the property, in favour of one of my brother's son, who is a doctor, out of love and affection. My other brothers have absolutely no objection to my proposal.
Is there any restriction under the law for effecting such a settlement? Please enlighten me of the precise position in this regard.
