You have not posted material facts. Is it exclusively a pension account? Why attachment? Who has ordered the attachment?

No, As per sec 60 of CPC pension

account can not be attached.

My query is in parlance with the recovery and adjustment of Govt dues as per rule 9.16 of The Punjab Civil service Rules by the head of the office.

Recovery and adjustment of government dues can be effected by the department from gratuity of the retiring employee as per rules but not from his / her pension.

: Recovery of wrongful/excess payments made to Central Government servants shall be effected in terms of Government of India, Ministry of Personnel, PG and Pension Department of Personnel and Training, North Block, New Delhi, OM F. No. 18/26/ 2011-Estt (Pay-I) dated 6th February, 2014.
Please reconcile your case with Punjab Government Rules applicable on the subject.
