take help of lawyer.
SAINATH DEVALLA (Expert) 22 May 2016
The petitioner/council will present the arguments first then followed by the respondent/council.
Better consult a local lawyer.

sir, kindly note that .
1. As it is a writ petition , it is pending before high court and procedure of high courts is different as compared to other courts.
2. As you have filed a service mater civil writ petition and reply is already submited by the respondents. you have to be careful as the otherside employer will be represented by senior advocates and the legal dept of the employer , hence you should not take chances as though you may be fully aware of the facts of the case there are several other legal provisions you may not be aware and hence it may adversely affect your case hence it is advisible to engage competent advocate to represent your case if possible.Or else you may apply for legal aid dept of said hc for legal help.
3. but still in case you wish to defend in person, you may study your petition in detail also produce copies of your appointment letter, promotion letter and confirmation letter and copy of chargesheet served on you and your explainations to the same and also deny all allegations ,claims and charges against you and check parawise reply filed by respondents and prepare your detailed arguments covering explaination about the reply filed by respondent employer .
you may send details for any further help.good luck.

The argument is to be commenced by the petitioner. In addition, you can make written submissions as well.

As to the actual arguments observe and learn.

You asked:

WHAT IS THE BASE OF ARGUMENTS - REPLY AND REPLICATION OR THE MAIN PETITION.

Reply: without going through full case file nothing can be advised.
T. Kalaiselvan, Advocate (Expert) 27 May 2016
The petition is to begin the arguments. As suggested you may submit written arguments too by quoting some settled laws and enclosing citations, however you should prepare yourself for giving reply to the arguments presented by the opposite lawyer without which the arguments cannot be concluded.
