Yes. He can. but see the terms and conditions of the society bylaws and usually, when a Secretary is absent any purpose, the Jt. Secretary can act as Secretary in a short period.

Of course the Joint Secretary is purposely selected/ elected to officiate the office of Secretary (in waiting Secretary), what is your problem in the instant case ?

Yes, in absence of secretary or in case any proposal passed by executives meaning, joint secretary can issue notice.
