If any body/firm can display a Governement Office in Advertisement with a name board for persons Mr.X, IAS.
Can the wall of the said office can have the pictures of Mahatma Gandhi and Jawaharlal Nehru, etc. (the father of nation, national leaders)to have an impact of a Government office ?

The legal meaning of Advertisement is not specifically defined in any enactment. It goes without saying that even the concept of national leaders do not find place in the ambit of any statutory definition. However, this is exempted in case of politicians who can use their official and personal designations alongside with their leaders to advertise self and the party they are affiliated in the public domain. Friends can correct me if I am wrong.

If the adertisement is not showing any disrespect to them, then yes it can be done.

There is no restriction of using the portrait of any person over the wall provided the same is not being used for doing any illegal or immoral purpose.
