There is no provision in law to file written arguments.Courts have discretion in this regard and it can be filed only when court directs or permits parties to do so.

Written arguments can be submitted in court before oral arguments concludes under the provision of order 18 rule 2[3] of c.p.c .Permission of court is not required.
