who is government under RTI?

can somebody define "government"?

On an rti reply,i had received from two state government depts, it is mentioned that the govt is the deciding authority on the issue raised by me.

since the replies came from two govt dept (who according to me seems to be competent enough to give a straight reply),whom it means government?

it could have been better if you had given a gist of the letter issued by the departments.

As Mr. Rajeev said, it is better for you to have given a gist of the letter. However, from what you have said I am able to figure out this: generally when a person writes on behalf of a department and says that the matter lies with the "government", what is meant is that only an official of a rank not less than Secretary to the Government takes action on that;

This question relates to those departments and it is better if you against throw ball back in their court and ask the meaning of this Govt. in their replies.

So far my knowledge is concerned, if such replies have been provided by them, it relates that their departmental head means at least upto the level of Secretary/director is having that information. Secretary of the department or director of the department is Govt. in case of any govt. department.

In rti you can seek the information either by way of documentary information or details. If you have raised issues pertaining to the decision their reply could be correct.

Under the Rule of Executive business of the government, Government means Secretary,joint ssecretary, Deputy secretary etc; etc. Raj, has rightly pointed out the matter, but you also checck your Government Rules of Executive Business to be sure of it.
