Validity of documents after court verdict

1.I would like to know if the documentary evidences like GPA, No Objection certificate
for transfer of membership in a co-operative society and the like become invalid in case the verdict goes against the petitioner who filed the documents.

2.Is the judgement passed by a State High Court binding on the National Consumer Dispute Redressal Forum ?
