what if someone uses a ATM card of a person who is dead, and also transfers cash from the saving account of a person who is dead by using online banking

You need to register F.I.R against that person who is using dead person's ATM facility and operating his bank account online also have to intimate bank manager in this regard.

This is nothing but misuse and also a criminal offence.
The person who has done this act can be termed to have committed an offence under Indian Penal Code.
If you are aggrieved by this act of a third person you can very well lodge a criminal complaint with the police in the capacity of legal heir to the deceased ATM card holder, besides informing the concerned bank about the death of the account holder o that they can deactivate the ATM card immediately.
