Mr. Rajan, for this purpose the state policy qua the road transport has to be seen.
generally the govt. fixed the per kilometer charges, so the private players can not charge beyond that.
in fact most of the private operators are politicians, so they get the policy and rates amended to their suitability....State transport buses are not being taken care of.
for ur purpose have a look at the transport policy of the state, u can ask for it from the concerned department under RTI Act.riven

As transport system is nationalised, the state has to provide cheapest transport even to the remote areas. As what are called 'OMNIBUS' are plying mostly illegally all over tamilnadu and as they collect luxury fare the state in order to compete with them , ply such luxury buses. Yet they have to provide cheaper transports. You can file a public interest litigation ( a writ petition) against the state, if you provide proper evidence and you can win the case

Further to the views of the learned experts:
The data regarding the ordinary buses and luxury/ac buses can be sought through RTI and based on that information, PIL can be filed. The problem is really a genuine one. Even at Chennai the Metro buses during peak hours are mostly A/c, Express buses. The ordinary bus service is purposely reduced so as to gain more revenue.
This Govt (though it's good) is generating revenue by all means. Due to ban on advertisement on roads, the advertising agencies now use the (mostly cinema ads, that too, a particular group's)state government buses and they display their advertisement at the rear end of the buses (which is detrimental to the road-users, since their attention gets diverted due to these ad boards on buses).riven
