For seeking transfer of a case pending in a Court of a State to that of another State, you will need to file a Transfer Petition in the Hon'ble Supreme Court of India under Section 25 CPC r/w Order XXXVI of the SC Rules, 1966 (in Civil case) and under Section 406 Cr.PC (in Criminal case).
As regards fee & expenses etc., there involves certain fixed expenses i.e. court fee, etc. and incidental expenses like re-typing of necessary and relevant documents, print-outs, photocopies and paper book expenses and clerckage, apart from advocate fee.
