Three non compounded increments for phd by in service teache

I did Ph.D course work and enrolled for Ph.D in July 2014 as in service teacher.At that time UGC regulation 2010 was in force. I was awarded Ph.D degree on 15.01.2019 and at that time UGC regulation 2018 is in force.I fulfill the UGC criteria for award of Ph.D degree.
Now my query is whether I will be given 3 non compounded increments as per 2010 regulations or under 2018 regulations as award of degree is after 2018 but other compliances as per 2010 regulations

The UGC has stated that those teachers who have not done PhDs by following the process of admission, registration, course work and external evaluation as prescribed by the UGC Regulations, 2010, effective from July 11, 2009, could not be granted increments.

Expert Rajkumar ji has rightly pointed out that my issue is about application of regulation whether under 2010 or 2018 because the Ph.d degree has been awarded duly as per UGC 2009 norms of enrollment,course work evaluation etc

For all the practical purposes the so called increments can be granted to you only as per the prevailing rules as on the date of completion of your Ph.D qualification.
You become qualified for the said increment only after completion of the decree and not before that, hence the rules or law prevailing as ion the date of completion of yor qualifying examination may be applicable to your case.

Whether any thing was mentioned in your departmental permission letter for Phd?

If not, rules prevailing at the time of completing the programme would be applicable.

After reading all replies, you might have come to the conclusion that this is not the proper platform to raise your query on this subject as none of us have gone through 2010 or 2018 regulations on the subject without which none can definitely tell whether you shall 3 get the desired relief or not and if yes under which regulations. Better to post your query online on UGC site.

Whatever be the norms, there is nothing that prevents you from applying for the grant of increments and if denied, making representation/appeal and seeking judicial review, if so advised.

The author has not mentioned:
i) Whether he has applied and claimed the increments, if so, what was the reply from department?
ii) If refused, on what grounds?
iii) Whether he received departmental permission before starting Phd? If yes what were the conditions?

Department can proceed as par the conditions mentioned in the permission letter.
