We r tenets in pune we wants make society our old landlord is vanished another person saying I am landlord but last 15 years he hasn't collected rent from us he didn't send any notice any tenets we have doubts about in such situations can we make society

Since neither you are paying rent to landlord nor depositing in court thus you are unauthorized occupant of premises hence can't form society legally.

the tenants of the like mind can collectively form a society/association, elect among themselves a promoter or the president, who will elect or select other office bearers. But in your case you people do not have evidence to prove the landlord tenant relationship, neither you can obtain a NOC from the landlord. Since you have not paid the monthly rental amount for the past 15 years or so, you can be termed as illegal occupants also Therefore do not trouble the trouble until the trouble troubles you.
