redeveloped building society have rights to sell stilt car parking space ?

1)just complete 1 year after redeveloped
2)society not registered
3)v have two building 1 for old tenant and 2nd for sale building
4)builder has not giving for car parking space to old tenant
5)builder has built stilt car parking space but parking way is only from sale building
6)builder tell us car parking space reserved only for sale building
7)so after society registration society have rights to sale car parking space ?

Sale of car parking has been held illegal by supreme court ruling.

society can allot car parking slots to members by drawing of lots in case number of parking slots are lesser than number of applicants for parking slots
