if stamp duty is required to be paid at what rate

Yes!It differs from state to state.Probably 1/3 of the normal rate.

it would depend upon market value of flat . if it is by way of gift deed then stamp duty is 2%of market value .

Mother shall have to register gift deed which requires stamp duty as per local laws.
