Stagnation increment on account of opt out of promotion

Sir, regarding the sanction of stagnation increment on account of opt of promotion exercise, I understand that the Division Bench of High Court of Madras has delivered as judgement on 02.03.2000. Can any legal expert help me in getting the copy of the judgement by email so that I can help the suffering officers in my organisation. Your timely help is much solicited.

If the judgment is not uploaded how do you think any member of this forum may be of any help to you to retrieve the same, you may apply for certified copy from the court directly by engaging an advocate practicing in the high court.
