Am I eligible for getting special leave for submission of my defence statement /brief in rule 14 enquiry. If yes whom to write the application IO/LEAVE SANCTIONING AUTHORITY

No special leave is permissible. If you are really posted as a postmaster, as your profile speeaks, you are supposed to know the types of leave permisible to an employee.

You will have to avail your own earned leave with due sanction by the competent authority, if unable to prepare your defence statement in your spare time before or after office hours.
