Respected Sirs,
My Query is-
I sought information from nationalized bank under RTI act between time period 2017 to 2018. Regional office of Bank deliberately providing misleading/incomplete information. but same information is provided by headquarter accurately but contrary to regional office.(sufficient material to prove it)
.please suggest me that whether I can claim damages/mental tortures/time/energy (about one crore rupee) etc. from district/state/national forum against this harassment/exploitation.

Yes you can under Section 19 of the RTI Act 2005.

You have to file 2nd appeal to the next appeallate authority within 30 days. If you have not satisfied with the required information or the reply given by the appellate authority, you shall appeal before the Commissioner of State/central as case may be as per Sec.19 of 2005 of RTI.

Respected Sirs,
regional office is deliberately instigating me for appeal without providing me information but HQ giving it in very first chance.(I have sufficient material to prove it).
whether this matter comes in consumer forum (district/state/national),if yes than in what section/subsection?
which consumer forum (district/state/national) is appropriate for compensation case directly of one crore or more?

In your instance you do not have an appropriate case to claim any damages. RTI is to get information only, damages can be claimed only if one has suffered monetary losses, you can claim damages if you can prove that you suffered monetary losses because of non-supply or late supply of information. This does not appear to be true from your details.
