can housing society make compalsory of registration of leave n licence. while renting flat for less dan 11month .or it on us doing it

Except the landlord and tenant, nobody else (except law - in this case law does not compel you) can either decide or compel you whether to register or not register a 11 month tenancy agreement.

Where are you from?
In any states like WB registration of leave and license is not compulsory.
The society can not direct whether to register such agreement or not.

It depends upon the rules and regulations decided by the society at the time of the formation.
But on the contrary, it is mandatory and also advisable to register the L & L agreement for your safety.
