land and building purchased by sugar factory under SECURITISATION act. whether registration and stamp duty is compulsory?

If it is a sale and purchase, you have to register the transaction and pay the stamp duty on Government valuation or Purchase consideration whichever is higher.

There is no exemption for sugar company in abiding by the law of land. Registration is must.
