Depends upon the date of exitence of a vacant post against which promoted. The date of promotion in normal course is considered to be the date of recommendation of panel for promotion by the DPC or the date from which the post is lying vacant, whichever is later. So, you can check whether or not the vacancy existed from the date of DPC recommended the panel.

prima-facie a person completing probation in 2013 may not be eligible for promotion so soon.

please described :-

(I) for which post you seek promotion
(II) what is the qualifying service to that post in lower grade?
(III)How much qualifying service and seniority you have got?
(IV) whether anyone senior to you is unprompted?

sudhir kumar sir,

1.I am seeking promotion to class 2 (gazetted post)
2. According to the C&R Qualifying service to get promotion is 3 years as a jailor including probation ( I completed that service in the year of 2012 and i am the immediate senior )
3.My seniors got promotion in the year of 2011.
