Regarding civil death

I purchased a plot from one person where 3 persons are involved for signatures whereas one person is missing from the village for the last more than 20 years.But village people,VAO have given their statements as he is missing from the village more than 20 years but revenue inspector given his remarks that blood relations should claim for the 'civil death' not the purchaser.On that basis Thasildar who is executive magistrate also refused to give the civil death certificate to me.
Kindly advise me what to do further.

Whether third party myself being a purchaser rather who is badly need of said certificate to claim a bank loan, can be be given or not?

The competent authority has be to be informed about the Land Owners death, by the interested beneficiary and/or legal heir, with relevant documentary evidences (doctors certificate /Panchayat certificate, etc....), consequent to which the authority shall issue "Death Certificate".

You should file a declaration suit before revenue court, as well as at civil court.

There has to be a more than 7 years old FIR for missing person followed by publication and declaratory suit.
