in my case the matter is printed on the bond papers and requisite challan has been and it is not signed by either of the parties of the document. whether it is refundable or not.

Refund of stamp paper can be obtained only in case of unused Stamp papers. In your case, you have already used the Stamp Paper (though not executed and registered) and therefore you cannot get refund.
