As a licencee, what precautions need to be taken to before taking a rental flat in a newly redeveloped project?

Nothing , you are taking this on rent not going to buy it.
You will enjoy it as long as you pay rent.
However do include the period of license.

Prior to re-development if the area was used as an office after redevelopment the same is alloted as residential... Is there a chance that the society/law/clause may disallow the use as residential...

No though you can check the society bye laws to be on the safer side.
