Pepper spray is for self-defense. Once sprayed, it disables the attacker for 30 to 45 minutes giving you enough time to get away from the attacker. You may find out from the Police Department regarding licence procedure.

no specific license is needed for pepper spray as it doesn't fall in arms act, but get license under shop establishment act and proper registration for excise duty.

The querist has asked any licence to be obtained to manufacture pepper spray and if so from whom? But my learned friend Mr.Panvel advised to register under the Shops & Establishments Act. The said Act will apply to open a shop or an establishment in the bazaar and to follow Rules and Regulations governing the Shops and Establishments. The Act is not for the preparation of the Pepper Spray or any product. Again Excise Duty is payable for manufacturing the spray and it is only a taxation aspect. So Excise Duty is not such as a Licence to manufacture the pepper spray. Duty is levied after it is manufactured and put to use according to its classification.
Hence as far as the pepper spray is concerned, since it is for self defence, it should not be misused during domestic quarrels etc., like a gun licence. Hence as a precaution, I suggested that the manufacturer may find it out from the Police Department, etc.,
