How do i get a passport for my brother who is mentally retarded?

Passport for mentally retarded person will require a guardian for the person who can apply of his behalf, so firstly get order from the District Court for appointing the guardian for him under the Mental Health Act, 1987, after that apply for the passport for him in the same manner you do for minor child.
