Owner of apartment plot

I want to purchase a flat in Pune, which is a 15 year old. they didn't build a society. Only one apartment is their. on 7 x 12, they are having only name of builder and partners. previous owner made a sale of deed and deed of apartment. my question is in current state, Is builder having any rights on that property?

You need to verify property documents of the flat about who is the real owner. You better to take an assistance of a lawyer in this regard. Dont base on oral information.

Whether the builder has obtained completion certificate?
Whether the OC is issued?
How many flats are there in the building?
