from which state my certificate should be issued ?

If your parents own property in UP or have their permanent address in UP, then get your OBC certificate from UP itself and use it for the All India OBC quota.

my parents own property in UP but our permanent address is in delhi

You may try ascertain the norms as to the norms as to "ordinarily resident" as in force in the State of UP.
T. Kalaiselvan, Advocate (Expert) 13 January 2024
If your caste is not coming under OBC in Delhi, then you may obtain the certificate from UP state based on your father's permanent address.
Sudhir Kumar, Advocate (Expert) 14 January 2024
NOT ABLE TO AGREE.

the term 'ordinarily resident' means the ordinary resident within the meaning of Section 20 of Representation of People Act.

this means and since you (or your parents) if voters in Delhi are ordinary residents of Delhi and not of UP.

Format of certificate is available at https://www.staffnews.in/2014/05/revision-of-format-of-obc-caste.html

This has nothing to do with your permanent address or state of dissent or even of place of birth.

You can refer to Supreme Court order.
