No reply from Govt Authority

Hello Sir,/Madam, I want to know what other steps can be taken to contact Government officials an email is not working. Dont know the reason but I havent received the reponse to my email. Please suggest further steps to contact Government officials if they fail to respond.

Correspond through Speed Post/ Courier and keep proof of mailing for the purpose of lodging complaint to the higher authorities if still your problem is not attended by the concerned authorities.

Sir, the Fact is that , I want to make a change in Transport of Uttarpradesh website information to which i have mailed T.Commissioner and other authorities but it didnt work. Now 3 days ago i have sent him a Speedpost asking him to respond to emails as its for communication purpose. And make the changes in website, but they are not responding.
