Dear sir/mam my brother sold his portion of agricultural land as commercial land on higher price so that I can not claim on that land bcoz of higher price,I want to claim on that land.what r my rights plz suggest

On agriculture land,law of pre-emption does not apply so you have no right to claim or make objection in regards to sale.

If the property belonged to your brother and in the absence of any agreement between you both, you cannot claim any rights. particularly buying rights.
If somebody buys it at the rate quoted by him, then it is his own decision and right.
There's no legally valid reason for you to object this.
