Multiple jobs while in Govt Service

Hello sir
I want to ask that whether one can do a side job like teaching or start a business while being a govt. officer or while working in a PSU ??? Is it legal ?? If not what is the punishment ?? I have seen many people doing it...

Though it is not legally permitted, many people indulge in such activities indirectly on the names of their spouses hiding their identities.
Legally you cannot.

even if the business is in the name of wife/children still if it is proved that Govt servant himself is conducting business he can be charged.

Take notice that 100% evidence is not needed for proving charge under deptt inquiry. Preponderance of probability is the sufficient material to prove the allegations.
