Hi
Hopefully you paid the amount through Bank. You should send them a letter(not a lawyer notice) by registered post with Ack Due, outlining the details of payment made, details of property booked for purchase, date of registration as promised by vendor, date of possession etc. Once you send them the registered post, either the builder should deny or accept your contents of mail. Please do this first. Based on response/no response from your builder, we can advise you on next steps.

Do you have any proof of payments in writing. if so then file a case before the consumer forum after sending him a lawyer's notice asking for completion of deed of sale and possession.
You can file alternatively a case of cheating as well.

Send the builder a legal notice and also file complaint with the consumer forum. If your MOU was registered then get the certified copy from the office of the sub-registrar.
