YES BUT THE SERVICE RULES AS APPLICABLE IN YOUR STATE FOR GOVT SERVANTS APPLY, FURTHER BEFORE INITIATION OF ANY STEPS YOU REQUIRE PRIOR PERMISSION OF THE GOVERNMENT.

Please see the Service Contract Rule of your Organisation. In my opinion, a Government servent can carry on non-commercial or social service activities.

I agree with Kiran and Arul Kumar. Non profitable activities can be initiated with the permission of the relevant department/Govt., if service rules permit accordingly.
