Yes!Agree with Mr.V R SHROFF An owner of a house occupied by a tenant can legally sale such house.No hindrance of any kind at all .

A tenant in building is no obstruction in way of sale by owner.Very express answer was given to you yet confused for what.You need no permission for sale from your tenant.
