2] The business he is looking is wholesale lending to organizations and mission groups. Can a foreigner start such business in India? If he wants to how ?

The foreigner has not entered in India.
If he has to enter what visa shold he opt for ?

If he has a business visa only then he can think of starting business any other visa other than a business visa would be unacceptable.
