Filing pil against university

sir,

Kerala agricultural university has taken 130 students for PG programme during 2012-14. End of semester is June 30-14. By that time only 8 students has taken provisional certificates. Students from this university are not eligible for Ph.D. in this university itself and no other university in india except one or two. Because of this university irresponsibility so many students have lost jobs and Ph.D seats.

While we are asking them to do fast the work, they are telling we are doing same thing from 1971 and our speed is like this only.

This is the only Agricultural university in india having worst administration and there two groups in university CPI and Congress. Nobody in the office will work faster. There is no proper rules for thesis submission and each campus will have it's own rule. All rules in university are for torturing students only. If we act against them they will torture us more.

Universities are for the students. But this university is taking care of somebody else and torturing students.
how to proceed on this?

A PIL will not be applicable if you file it your self.Only some one not related to this matter could file the same.Better speak to the Higher Authorities of University and Sort it out with out disputes Please.

If are concerned with this trouble then you can file a writ application in the high court.

Consult some senior lawyer of to advise what is to be filed, whether PIL or writ?

PIL can be filed if the larger public interest so demand.

The given facts are not sufficient to agree or disagree with the ideal of PIL.
